Since 1989, this event has been organized by ORSANCO and jointly sponsored by the environmental agencies in Pennsylvania, Ohio, West Virginia, Kentucky, Indiana, and Illinois. If River Sweep did not exist, most of the collected trash would continue along the Ohio River, one day reaching the ocean and ultimately interfere with the normal biological processes of the Ohio River.
